For many foreign entrepreneurs in France, starting as a Micro-Entrepreneur (formerly Auto-Entrepreneur) is the logical first step. It’s simple, the accounting is light, and it’s a great way to test the waters. However, there comes a point where the turnover ceilings and the inability to deduct professional expenses become an obstacle to growth.
If you’re based in the French countryside, look carefully at this tax incentive called the ZFRR (Zone France Ruralités Revitalisation). It might be your ultimate deciding factor in leveling up from micro to a “real” company (like an EURL, SASU, SARL, or SAS).
Here’s everything you need to know about the ZFRR and why it’s a massive opportunity for rural entrepreneurs.
What is the ZFRR?
Launched in July 2024 to replace the older ZRR (Zone de Revitalisation Rurale), the ZFRR is a government initiative designed to boost the economy in rural areas. It offers significant tax exemptions to new or expanding businesses located in specific “revitalization zones.”

The Massive Benefits
If your business qualifies and is located in a ZFRR zone, the financial perks are substantial:
- Tax Exemption: This is the BIG one. For the first 5 years, you can receive a 100% exemption on your professional tax (Impôt sur le Revenu or Impôt sur les Sociétés).
- Degressive Exemption: After the initial 5 years, the exemption continues at a reduced rate – 75% in Year 6, 50% in Year 7, and 25% in Year 8.
- Local Tax Exemptions: Depending on the local commune’s decisions, you may also be exempt from the CFE (Cotisation Foncière des Entreprises) and property taxes for several years.
ZFRR Favours Full-Sized Business Structures Over Micro-Entreprises
While Micro-Entrepreneurs can sometimes benefit from certain rural schemes, the ZFRR provides a much stronger argument for switching to a full-sized business structure.
1. Maximizing the Tax Gift
In a Micro-Enterprise, you’re taxed on turnover, not profit. In a full business structure, you’re taxed on profit. Because the ZFRR wipes out your tax liability for 5 years, it allows you to reinvest 100% of your actual profits back into the business – buying equipment, hiring staff, or marketing – without the tax office taking a cut.
2. Scaling Without Penalties
Micro-entrepreneurs often fear crossing the turnover threshold because they will lose their simplified status. The ZFRR removes this fear. By moving to a full-sized structure, you could grow your turnover to €500k or even €1M! As long as you are in the ZFRR zone, your profits remain untaxed for those first 5 years.
3. Professional Credibility and Deductions
Foreign entrepreneurs in the countryside often renovate properties (Gîtes/Chambres d’Hôtes) or run specialized craft businesses. These require high initial investment. In a full-sized structure, you can deduct every cent of these expenses and enjoy the ZFRR tax holiday on the remaining profit.
Is Your Village on the List?
The ZFRR map is specific. Not every village qualifies, but thousands do, especially in regions popular with foreign entrepreneurs like the Dordogne, Creuse, Brittany, and the Massif Central.

Call to Action for Rural Entrepreneurs
If you’re currently a Micro-Entrepreneur living in rural France, or if you’re planning to move your business to the countryside, stop and do the math. The combination of lower rural property prices and a 5-to-8-year tax holiday via the ZFRR is one of the most powerful financial incentives in Europe. It might be the perfect time to drop the Micro status and build a full-scale French company that can grow without the weight of immediate taxation.
